A Plan for Action: Renewed American Leadership and International Cooperation for the 21st Century

MGI Plan of Action

On November 20 in Washington, D.C. Brookings hosted a distinguished panel of experts to discuss the Managing Global Insecurity (MGI) "Plan for Action", including former U.S. Secretary of State Madeleine Albright; EU High Representative for Common Foreign and Security Policy Javier Solana; former U.S. Ambassador to the United Nations Thomas Pickering; UN Development Program Administrator Kemal Dervis; and Brookings President Strobe Talbott. The event was led by MGI Project co-directors Carlos Pascual of Brookings, Stephen Stedman of Stanford University’s Center for International Security and Cooperation and Bruce Jones of New York University’s Center on International Cooperation. “A Plan for Action” is a comprehensive set of foreign policy recommendations for the next U.S. president—and other world leaders—to address the most critical challenges facing the world today.

Conflict Prevention and the Organization of American States

CIC has published a paper by Andrés Serbin, Executive Director of CRIES, a Latin American think tank that specializes in conflict prevention.  In this paper, Serbin discusses the OAS’s evolving role in conflict prevention, its relationship with the UN, and opportunities for the Organization to engage in more effective preventive efforts in the future.

Parlimentary Hearing at the United Nations
November 2008

On November 21st, CIC's Global Peace Operations Program and Research Coordinator, Dr. Sarjoh Bah took part in this year's Parliamentary Hearing at the United Nations titled: Towards effective Peacekeeping and the Prevention of Conflict. Dr. Bah Chaired the session on "Major challenges facing UN peacekeeping operations today." The Hearing, which brought together over 150 legislators from around the world was organized by the UN and the Inter Parliamentary Union.

On November 5th CIC Director and Senior Fellow Dr. Bruce Jones took part in an experts’ roundtable on the Financing of AU-led peace support operations.  The panel, co-convened by the International Peace Institute and the UN, focused its discussion on enhancing the effectiveness of the financing mechanisms for UN mandated peace operations undertaken by the African Union.

Prospects and Scenarios for G8 Reform
October 2008

CIC Director and Senior Fellow Dr. Bruce D. Jones spoke at the Council on Foreign Relations on the Prospects and Scenarios for G8 Reform, at the invitation of CFR Senior Fellow Dr. Stewart Patrick.  His speech focused on some of the conclusions drawn from the joint CIC/Brookings Institution/Stanford University project on Managing Global Insecurity.  Dr. Jones argued for the creation of a G16 mechanism that would better enable informal and institutional cooperation between the major powers to address transnational threats such as climate change and energy security, terrorism, conflict management, and nonproliferation and to work towards revitalization of key international institutions.

Study on the Use of Private Security Providers and Services in Humanitarian Operations
October 2008

The study by the Overseas Development Institute, in collaboration with CIC, documents the extent and nature of usage of private security providers in humanitarian contexts. Using both field and desk research, the project indentifies areas of good practice and promotes transparency and accountability in future engagement of PSPs. The final report is available here.

Pakistan in Decline

On the anniversary of the assassination of Benazir Bhutto many Pakistanis also lament their country's decline into political and economic chaos. An article published in The Times suggests that diplomatic strategies presented in a paper by Barnett Rubin and Ahmed Rashid may help prevent Pakistan’s descent.
